  • Report of the UN Secretary General to the Security Council, December 2012

    The UN Secretary General's report includes comments on developing the Electoral Complaints Commission and an announcement of the timelines for the 2014 presidential and provincial elections, a series of peace events (including the international Peace Conference) organised by the High Peace Council and a decrease in security incidents compared to the same period in the previous year.  The Secretary General welcomed commitments demonstrated by the Afghan government to the terms of the Tokyo Mutual Accountability Framework.Read the full report here.

  • World Bank: Winning Hearts and Minds through Development, July 2012

    This policy research working paper, based on a field experiment in Afghanistan, examines the effectiveness of development programmes in countering insurgency.  Its findings suggest that such programmes have a generally positive impact in relatively secure areas, but have little effect in areas which already have high levels of violence.

  • Report of the Secretary-General on children and armed conflict in Afghanistan, February 2011

    This report to the Security Council covers a two year period from September 2008 to August 2010.  It highlights trends of violations committed against children, and identifies areas for reinforced monitoring, as well as for development of interventions to prevent violations and respond to the needs of victims. The report includes specific recommendations to national and international actors to strengthen the protection of war-affected children in Afghanistan.
